Les ONVAR présentent quelques exemples de leur travail autour de l’agroécologie. Voilà un acronyme de plus dans une production agricole paysage riche en la matière et qui ne connait pas la crise… Les Organismes Nationaux à Vocation Agricole et Rurale (c’est déjà plus clair) sont pourtant des organismes intéressants à connaitre et à étudier. Pas de modification génétique ici, mais des souches issues des agriculteurs et agricultrices, porteurs d’un projet souvent innovant de l’agriculture, enrichi également de participations citoyennes au plus prés des territoires de projets.

The COP28 Food Systems and Agriculture Agenda calls for accelerated food systems, agriculture and climate action and urges governments to align and integrate those actions within national strategies, including Nationally Determined Contributions (NDCs) and National Adaptation Plans (NAPs) amongst others. It is built upon four pillars, covering national leadership, non-state actors, scaling up innovation, and finance as critical enablers to climate-resilient food system transformation. The United Arab Emirates Presidency convened a group of key partners supporting NDC and NAP planning and implementation across a wide range of countries and food and agriculture systems to consolidate existing experiences, learnings and resources for a global audience to accelerate ambitious climate action in food and agriculture systems at large. This task force, including WWF, Global Alliance for the Future of Food, Climate Focus, NDC Partnership, FAO, Alliance of Biodiversity International and CIAT, synthesised all guidance material available and lessons learned on NDC and NAP implementation for food system transformation. The “COP 28 Agriculture, Food and Climate Action Toolkit” developed serves as a key resource for national policymakers and decision-makers aiming to accelerate and align national efforts on climate action and food and agriculture system transformation by (1) providing a summary of priority actions, (2) giving an overview of good examples of NDCs and NAPs in how they integrate agriculture and food system measures, and (3) providing overview of existing initiatives, platforms, and tools that can help governments in developing and implementing agriculture and food system policy measures as part of their NDCs and NAPs.

This tool kit is the result of a tailored engagement approach and training process that was carried with the Resilient Food Systems (RFS) country projects based on the SHARED approach. The process was initiated with a series of consultation interviews and was followed by a set of virtual training events customized to the priorities of the country projects. Reflections by country projects provided feedback on the training as well as insights for future engagement and inclusion of the SHARED tools, methods and approaches.

Local authorities are a main stakeholder in facilitating access to land. This report explores their potential and presents a series of case studies illustrating the role local authorities can play in facilitating access to land for farmers, in particular agroecological farmers. It is meant for local authorities’ representatives – both elected representatives and staff – and for civil society organisations engaging with local authorities.

Today’s food and agricultural systems are closely linked to pressing challenges for sustainable human life. Longer-term policy-making is seriously needed. Urban decision-makers have considerable power to shape the food and agricultural sector by, among other things, changing public food procurements towards greater sustainability. The aim of this comparative study is to explain variation in the ambitiousness of policy targets and the successful implementation of urban food policies in the cities of Zurich, Munich and Nuremberg. I conducted an in-depth process-tracing analysis of the mechanisms behind the adoption and implementation of 13 sustainable food procurement regulations officially adopted by the city councils from 2003 to 2014. In all 13 cases, high electoral safety, credible expectations of long-term policy benefits and high executive institutional capacity are necessary conditions for the adoption of long-term policies. However, they do not explain variation in target’s ambition and implementation’s success. Based on theory-building process-tracing, I argue that the variation in the degree of adoption and implementation success of long-term policies can be explained by five policy process and design features: 1. deliberative and corporatist governance mechanisms, 2. a high level of central coordination for crosscutting policy implementation, 3. involvement of decision-makers in policy networks, 4. strong use of evidence-based instruments, 5. bundling of short-term and long-term benefits.
